Returns all objects except via objects whose Drill Pair property matches the Top Layer - Signal Layer 1 Drill Layer Pair.

  1. The Drill Pair property is only defined for via objects.
  2. The single quote characters (') at the start and end of the LayerPair string are mandatory.
